I used to be able to have a different lock screen photo, then the wallpaper photo but now it appears the lock screen and wallpaper photo have to be the same. Can the lock screen photo be different than the wallpaper photo?

Yes, it can. To fine-tune your wallpapers, go to:

Settings -> Wallpaper.

Tap on the right "home screen". There you can choose a separate background for your home screen. You can also choose a separate wallpaper for your lock screen there.
